Once the food came, I understood why the place was crammed with locals. The steamed mussels floated in a broth of ginger-saffron, lemongrass, scallions, jalapeños, tomato, garlic, and shallots, but somehow the buttery briny tase of the plump mollusks blasted through loud and clear.
